Earned Value Manegement
This is the technique of project management which evaluates how a project proceeds from the perspective of the estimated cost base with fixed qualtity.

The significant point is that this skill measures how well a management is progressed from the perspective of money, "earned value", but not from the perspective of its schedule.
When a project is started, a project leader can estimate how many people should be involved and how long. Then the total cost of the project should be calculated with those human resouces and the materials cost.
Even if the project were completed in time, it would be resulted as failure when the total cost was exceeded to the profit .
Also, when a project was extended its schedule, the cost fo human resources would be increased by day or hour.
Project Management is sometimes considered as "time management".
However, a project management, in fact, should be considered as "cost management".

出来高管理システム
これは、どのようにプロジェクトが進んだかを予算ベースの視点から評価するプロジェクト･マネジメントの技法です。
重要なポイントは、このスキルはどれだけうまくマネジメントが進んだかを金銭視点（出来高）で計ります。
スケジュール視点では評価しません。
プロジェクトが開始したとき、そのプロジェクト・リーダは、どれだけたくさんの人々がどのくらいの期間加わっているかを見積もります。
そのとき、そのプロジェクトの総コストは、工数と材料費で計算されるべきです。
たとえプロジェクトが時間内に完了したとしても、総コストが利益を超過しているときは失敗という結果になります。
また、プロジェクトがスケジュールが延長されたときは、工数コストは日数や時間で増加してしまいます。
プロジェクト・マネジメントは、ときどき時間管理と考えられます。
が、しかし本当はプロジェクト・マネジメントはコスト管理で考えられるべきなのです。
