Even though Project has been managed since 1940's, it is even today very difficult to complete in or on schedule and estimated cost.
However, there are some exceptions against experience.
This is a typical example that people can do anything if they seriously feel the sense of crisis.

Do you know another project called "U-2 Project"?
In the beginning of 1950s, the Union of Soviet Socialist Republics (U.S.S.R.) annpunced that it had succeeded to develop some atomic bombs and surprised the world.
For the reason, the Unites States of America (U.S.A.) had to watch what U.S.S.R. was doing in the large area of far east for its national security and the world peace.
U.S.A. planned to develop an airplane which could fly out at very high feet where any fighter could not reach at with very famous engineer, Cralense L. Jonson.
Can you guess how long this project took from the imagination to the plane itself?
In general, it takes over 10 years to develop a plane with such high technology.
However, this airplane called "U-2" has developed in only 8 months!
Can you believe in this fact?
8 months after this project started, the U-2 had been already soaring over the area of U.S.S.R. and took some photographs to analyse the place which U.S.S.R. developed and set out to.
This true story sugests that any project has an antidote for general but critical problems.
A very difficult mission, project management, is needed a great team to manage a lot of people and conduct them to appropriate work.
The team can be called the best and the brightest.
I believe anyone who has experienced a project until its completion has possibility to be one of the best and the brightest.

プロジェクトは1940年代からマネジメントされているけれど、今日でさえスケジュール通り、予算通りで完了することはとても難しいですね。
しかし、この経験に対していくつか例外はあります。
これは、もしも人々が真剣に危機感を感じるならば何でもできるという典型的な例です。
皆さんは、『U-2計画』と呼ばれるもう一つのプロジェクトを知っていますか？
1950年代の初め、ソビエト連邦は原子爆弾の開発に成功したことを発表して世界を驚かせました。
そのため、アメリカ合衆国は国益と世界平和のために、ソビエト連邦が極東地域で何をしているのか監視しなければならなくなりました。
ＵＳＡはクラレンス・Ｌ．ジョンソン氏という有名なエンジニアとともに戦闘機が行けない高度を飛ぶことができる飛行機の開発を計画しました。
皆さんは、この構想から飛行機ができるまでどのくらいの期間を費やしたと推測しますか？
一般的には、そんな高度な技術を要する飛行機の開発は10年以上かかるものです。
しかし、この『U-2』と呼ばれた飛行機は、たったの8ヶ月で開発されたのです！
この事実を信じられるでしょうか？
このプロジェクトが開始してから8ヵ月後には、『U-2』はすでにソビエト連邦エリア上空を飛び、どこで開発を行い、どこに設置しているのか分析するための写真を撮っていました。
この真実は、どんなプロジェクトでも一般的で、でもクリティカルな問題に対する解決策があることを示唆しています。
とても困難なミッション（プロジェクト・マネジメント）は、たくさんの人々を管理し、そして適切な作業を指示できる素晴らしいチームが必要とされます。
そんなチームが『ベスト＆ブライテスト（最良で聡明な人々）』と呼べるのかもしれません。
私は、プロジェクトを完了まで経験した人は誰でも、『ベスト＆ブライテスト（最良で聡明な人々）』の一人になれる可能性があると信じています。
